His career spans senior leadership roles at USAID, FHI 360, Management Sciences for Health (MSH), and other major implementing partners, where he led multimillion-dollar programs in HIV/AIDS, tuberculosis, malaria, and health systems strengthening. Paul brings deep expertise in strategic planning, program design and implementation, monitoring and evaluation, and capacity building. He holds a Master of Public Health (MPH) in Global Health Policy from George Washington University and a Bachelor's degree from Cornell University.
